Attribution model — miss = Actual − LOCKED_LP plan (units), decomposed into: Hours (hours delta × plan rate, split via the FCLM bridging walk: attendance / VET / VTO / instant VTO / flex / labor share / misc / TnL), Rate (rate delta × actual hours vs mix-adjusted plan rate), Mix (plan line-rates applied to actual hours mix), and Assignment (Actual − LOCKED_LP assignment, 12-12 view). Buckets reconcile to the miss; residual reported as Unattributed.
Flag thresholds — NVF: miss >5% + >500 units + >0.7 days backlog · TI: miss >3% + >500 units + >10k units beginning yard+arrivals.
Baseline — LOCKED_LP (locked weekly labor plan covering the data date). Backlogs from IPT.
